European Commission proposes suspending Israel’s participation in an EU program
Move could limit Israel’s involvement in European innovation projects amid ongoing conflict in Gaza

The European Commission has proposed suspending Israel’s participation in certain parts of the EU’s research and innovation program, marking a shift after twenty-one months of relative inaction. The proposal specifically targets Israel’s involvement in the Horizon Europe program, citing the recent escalation in Gaza and the events following the October 7 attacks as key factors prompting this decision.
According to the Commission, the proposed suspension focuses on the European Innovation Council’s accelerator program, which supports startups and companies working with dual-use technologies such as artificial intelligence, cybersecurity, and drone technologies. The dual civilian and military potential of these products complicates the matter, raising concerns about their possible use in military operations.
For the suspension to take effect, it must be approved by EU member states. The Commission’s move signals the first tangible step toward reconsidering Europe’s scientific cooperation with Israel in light of the ongoing military operations in Gaza, opening a new chapter in EU-Israel relations and innovation partnerships.
