European Commission to Revamp Trade Rules to Prevent Farmers From Selling Below Cost

The European Commission has announced plans to significantly update its regulations addressing unfair trading practices, aiming to stop farmers from being forced to sell their products below the cost of production. This move comes amid increasing concerns that current rules do not sufficiently protect agricultural producers from exploitative pricing in the supply chain. The upcoming consultation, scheduled for this fall, will gather input from stakeholders before the Commission drafts new legislation, which is expected to be presented within a year.

Several European countries, including Belgium, Croatia, France, and Spain, have already enacted their own measures to address below-cost selling in agriculture. Despite these national efforts, EU member states struggled to agree on a unified approach during a key meeting of the Agricultural Experts Committee in June, largely due to differing views on the complexity and scope of proposed enforcement schemes. The lack of consensus has underscored the need for a cohesive, Europe-wide solution that can ensure fair competition and protect farmers across the single market.

In response, the European Parliament and member states are preparing to launch discussions in September on a ‘fast-track solution’ that would enhance cross-border oversight and better regulate international supply chains. These talks are expected to focus on establishing a system that quickly addresses violations and ensures farmers receive prices above their production costs. The goal is to implement a robust framework that balances the interests of small producers with market efficiency, bolstering the economic sustainability of Europe’s farming sector.
