Deutsche Bahn launches new discount offers to boost train travel in 2025

With occupancy rates still below targets, Germany's rail company hopes reduced fares and flexible booking will attract more passengers to its high-speed and intercity trains

Deutsche Bahn is introducing a series of new discount campaigns for its ICE and IC trains this year as part of a push to increase passenger volumes. Despite some growth, the rail operator says that overall train occupancy from January to April 2025 averaged about forty-four percent nationwide. This is a slight rise from the prior year, but still far from Deutsche Bahn’s goal of reaching fifty percent capacity.

April brought particular challenges, with demand dropping due to longer travel times brought on by a surge in ongoing construction projects. The resulting delays and inconvenience prompted many travelers to opt for alternative transportation, which further impacted ticket sales across Germany. Even so, the company deployed longer trains during peak periods in an effort to accommodate passengers when demand did spike.

In response, Deutsche Bahn is now offering early reservation discounts of up to twenty percent along with more flexible cancellation policies for all travelers. Company leaders hope the new incentives will not only encourage increased bookings but also further the company’s mission of making rail travel across Germany both attractive and reliable.
