President Trump announces plan for $2,000 payments to most Americans, funded by tariff revenues and subject to Congressional approval

President Donald Trump has announced a new plan on his social media account to provide a minimum payment of $2,000 to each American, excluding high-income earners. The funding for this initiative would come from additional revenues generated by customs tariffs, with the exact distribution details yet to be finalized. Trump emphasized that this significant move requires the approval of the U.S. Congress before it can be implemented.

U.S. Treasury Secretary Scott Bessent added that the payments could be delivered not only as direct cash but also through tax cuts or other forms of incentives. This approach aims to offer flexibility in how Americans benefit from the newfound government income, which has seen a sharp increase in recent years. Trump has previously highlighted the substantial surpluses generated from tariff policies and expressed his desire to share part of these gains directly with the American people.

Recent data show that U.S. tariff revenues reached approximately $195 billion by the end of the latest federal fiscal year, with about $167 billion collected in just eight months. However, some of Trump’s imposed tariffs faced legal challenges from corporations and states, leading the U.S. International Trade Court to strike down certain tariffs on May 28, citing constitutional issues. Trump criticized the decision as “wrong and political,” and maintains that, if Congress gives its approval, the payment program can still move forward.
