Instant Fines Introduced for Recreational Drug Users in Brussels

Brussels Public Prosecutor launches new policy imposing immediate fines on recreational drug users to curb demand and related violence in the city

Brussels has implemented a new approach in its fight against recreational drug use by introducing instant fines for anyone caught using drugs for leisure. The measure, outlined in a directive distributed to the city’s six police districts, as well as railway and traffic police, is part of an effort to reduce overall demand and disrupt the illegal trade. The amount of the fine will depend on the type and quantity of drugs seized, and authorities emphasize that demand for drugs is a driving factor in hotspots and ongoing criminal activity.

Since the beginning of the year, Brussels has seen nearly 100 drug-related armed attacks, resulting in eight deaths and over 40 injuries. Under the new rules, those who refuse to pay fines may have their mobile phones or vehicles confiscated by police. Special attention will be paid to drug deals arranged via social media platforms such as Snapchat, with confiscated phones undergoing detailed investigation. Vehicles used in drug deliveries may also be seized to hamper logistics.

The Public Prosecutor’s Office distinguishes between recreational users and those with severe psychosocial problems who require medical and social care, considering the opening of a special support and monitoring center for those in need. National Drug Commissioner Ine Van Wymersch highlighted that these punitive measures aim to make drug access more difficult and reflect society’s zero tolerance for such behaviors. She also noted that confiscating phones is disrupting drug trafficking logistics and underlined the broader societal harms linked to drug use, including traffic accidents and domestic violence.
